The Draft Management Plan (DMP) contains information about the
Sanctuary's environment, staffing and administration, regulations
and boundary, operational and programmatic costs, priority management
issues and the actions proposed to address them, and performance
measures. It is accompanied by a Draft Environmental Impact Statement
(DEIS), which contains detailed information on the greater Sanctuary
region, presents a range of alternatives for modified and new
Sanctuary regulations, and provides environmental and socioeconomic
impact analyses of those regulatory alternatives.These two documents
are bundled together in two volumes: the DMP is Volume I, and
the DEIS is Volume II.
Details of the revised proposed regulations are contained in a
document called a proposed rule, which is published by the Federal
Register.
The public comment period for the Sanctuary’s 2006 DMP/DEIS
closed on July 21, 2006.

The Supplemental Draft Environmental Impact Statement (SDEIS)
provides information to supplement and where indicated to replace
information contained in the May 2006 DEIS. The May 2006 DEIS
included a range of alternatives consisting of the proposed action,
alternative 1, and the no-action alternative. After receiving
comments on the DEIS, NOAA determined that the original range
of alternatives needed to be modified to better address potential
impacts of sewage and graywater discharges from large vessels
(300 gross registered tons or more). Thus, the SDEIS modifies
the range of regulatory changes under consideration and discusses
the potential environmental consequences of a revised discharge
regulation. The proposed revisions to the discharge regulation
are now incorporated into the original proposed action and constitute
NOAA's “revised proposed action.” NOAA is not taking
final action with the SDEIS, but rather is analyzing and putting
forth for public review and comment a revision to its discharge
regulation proposed in the DEIS. Details of the revised discharge
regulation are provided in a proposed rule.
Based on comments received during the 2006 public comment period
for the DMP/DEIS, and the 2008 public comment period for the SDEIS,
the Sanctuary will prepare a Final Management Plan and Final Environmental
Impact Statement. The final documents will include responses to
all comments received during the public comment periods. Final
CINMS regulations will be issued after NOAA has released the Final
Management Plan/Final EIS. Per the National Environmental Policy
Act (NEPA), these final regulations could fall anywhere within
the range of alternatives described in the DEIS and modified by
the SDEIS. The Sanctuary anticipates publishing the final documents
in 2008.
